If I Recover Refrigerant from the Air Condition system And I don't get oil from the oil drain bottle does it mean the oil is low in the system?
No, recovering refrigerant doesn't always remove oil, other that what is suspended in the refrigerant.. The only way to know if you are low on oil is to flush the system, change the drier and add back the system amount..otherwise if none is removed you can add a half to an ounce back (one time) to put your mind at ease... also anytime you change the drier/accumulator, you always add back the amount that the part held...

A lot of three year old Cars are coming in with compressor lock-up. Does this tool work part # MT1410? From santech refrigerant oil tester. I had a bad experience with a car. It came in with a bad Compressor clutch. I recover the Refrigerant. No oil came out I was happy oil was save. replace coil Recharge the system three days later car came back with a lock-up compressor. Now i want a way to measuring the oil.
In a case like that, I would recommend a full system flush, who knows what was put in, and there could be debris in the system, clogged condenser etc, not enough oil etc..On that car, it's a start from scratch scenario.. and of course, the drier, drain and look at it, smell the oil, sometimes you can smell residual flush, and if it's not clear, has a color like brown, it's no good and will keep killing compressors.. lets face it, you can't guess with Ac systems....

I could not find anything on the oil test kit you referenced; but the only test kits I am aware of have come from the HVAC world, and they only indicate the presence of moisture and acids. There is no way to measure the quantity or verify the quality of the refrigerant oil inside an operating system, it must be removed (flushed); and only then can the quantity and quality can be verified by the installation of a fresh load.

Also the Receiver Drier was Bad this is what I fine out after disassembling the AC. how often should I change driers?
