VW Passat A/C despair.

Make: vw
Model: passat
Engine Size: 2.8
Refrigerant Type: r134
Ambient Temp: 92
Pressure Low: 60
Pressure High: 170

Guys, really need some advice on this.
This is a climatronic controlled system.
A little background. 18 months back I replaced the comp.

Recently notice that the a/c was not working when ambient was above 90 deg f.
Fine on a run , but around town and idle it just does not supply cool air.

I checked a few things, A/C pressure switch, Fan control module, and Coolant fan control switch.
All these items tested ok.
Refrigerant LP 70 HP 170
Do these pressures look too low?
I ask because the electric fan is a two speed. This fan never gets to the second speed.
It switches to the higher speed when the HP get's to 240 psi..
I assume this is when under load and high temp.

I removed the refrigerant, replaced the orifice tube and pumped down the system, held it for 30 mins and recharged to 600grams.
No difference..

Really need some advice on where to go now.

Turned out to be the compressor... 'Didn't I purchase that from here 18 months back'?
Anyways, I am due to leave the country on business this week and the misses was not happy that it was 100 + deg outside.
Did not have time to repair it myself.
Upshot took it to a local well respected shop. Comp removed, system flushed, orifice tube, drier new comp and $1100 out of my wallet.
Car is nice and cool, but comp sounds a little strange at low speeds. Almost feels like it's slowing the car down under load.
