Compressor cycling problem

OK, this is the first time I have encountered this kind of problem, so any help would be appreciated.

The compressor is failing to cycle on a great deal of the time. When it does cycle on it blows very cold air, so it does not appear that it is low on charge. Since it comes on occasionally, I assume that it's getting power - at least some of the time.

1) Could this be a bad compressor clutch?

2) What else could be causing the problem?

Need to determine how much refrigerant is in the system. Could have a leak. Could also have an electrical issue which is causing the short.
