Doesn't blow on high

Working to get my AC going again in my van, been down a couple of years do likely to low freon. Static psi readings with motor off 65 both sides. First problem is that the blower only works on the first 3 positions, (through the resister) and won't blow at all on high. Can't find any relay or fuse that controls this. Any suggestions? I'll add some R134a when I can get the blower working on high.

This is the same condition as my GF's 2005 Dodge Caravan, only works when running through the resister.

There should be a high speed relay in the engine compartment on the AC/heater case ass'y.
