only -25 on vacuum

I got a gmc truck and the ac has not been working for several years. I fixed, or so I thought, the problem. When I tried to pull vacuum, it only reads -25 on the low side port and it is pegged out on the high side. Then, I closed anything down and waited about 30 - 45 minutes to see if the fix is good or not. The reading on the gauge stand the same. My question, is if I don't have a leak, why do I get -25 on the pump and not the -29 I get on other cars? Thanks in advanced!

How long did you pull a vacuum for? Maybe you should try and pull a vacuum for longer.
