Testing Jetta a/c

Start of problem no A/C cooling. Checked system over found engine electric fan failed. Replaced fan both fans working now. A/C still not working. System shows about 80 psi. A/C clutch will not engage?? Checked for power at clutch has intermittent voltage. Should there be 12 volts at clutch all the time. Is there a climate control switch that would drop out clutch that could be bad on this model. Put 12 volts to clutch and it will not engage. Before replacing clutch I want to make sure I don't have a problem that will damage next clutch. Also what type of oil is used in the new compressors and how much oil in system. Thanks for the help Dave
