GM 1980's vacuum reserve tank....

GM 1980's vacuum reserve tank in which direction should it hold? Should it hold vacuum on the vac source side, or the other?
It holds vacuum on one side but not the other, (it works), but I don't know what side the flow should go.

It only blows cold air thru the defroster vents and the heater vent so either I hooked it up wrong, or it has a leak. The dampers all check out so flaps do work with direct vacuum on them. I've narrowed it down to the reserve vac tank or the rotary vac valve on the console. Anyone remember the good old days of doing this on 80's GM vehicles?

You might have a one way check valve on the vacuum line under the hood.. check that it draws vacuum, and doesn't allow it to go the other way..
