Low side pressure is high

When the vehicle is running and sitting idle when in park or just stuck in traffic, the a/c does not blow any cold air. I can hear the a/c cycle on and off. When driving at a constant highway speed for sometime the a/c blows cold air just fine. I'm not sure if this is a related issue, but the a/c controls does not work on 1 or 2.

Cycling and "sometimes blows cold" sounds like low charge. You may have a leak. Suggest recover, vacuum, and recharge to spec; and look for leak. The non-functioning controls at certain settings, is possibly another separate issue.

Check electric cooling fans in engine compartment or fan clutch, whichever your 2001 has.
