There are clutchless automotive compressors that spin full time. The output is controlled electrically.
If you are sharing a pad with an existing item I have seen "Y" type couplers with gearsets inside. Probably possible to get your reduction that way.

I would be inclined to add an oil separator after the compressor so that higher OCR's can be used while controlling the oil at the compressor. It also leaves a handy spot to store the pieces of a scroll compressor when it does what it always does. MacD should be able to fabricate such an item. The l...

The valves on the manifold set remain Closed when evaluating a system The high side valve should stay closed any time the compressor is running.
Test the system with both valves on the manifold closed. Run at idle & record the pressures & the ambient temperature. Post the results.
