On later applications, GM did use belts where the underhood design did not permit such large expanses between pulley locations. What you are seeing is the belt whipping due to the torsional loads of the compressor. Go ahead and use the full tension and keep in mind that the belt will relax a bit aft...

As a former dealer and shop owner, if you have a 12-13 year old car that is now having a low cooling output, the likelihood is that the system is a few ounces low. If you look at the connections and don't see oily residue, then it is highly likely that it is a slow leak over time as described above....

Actually, that's the evaporator core, not the condenser. Your system is full of contamination. You need to remove all of the lines and fittings, flush like there is no tomorrow. On that evaporator remove the expansion device and flush the core and then clean it with a garden hose and mild detergent ...

I went back and reread your original post. I see that you see the high pressure spike to 275 psi and then the belt starts squealing. With only 10 oz of refrigerant showing 150 psi on the high side, I'd suggest the expansion valve is stuck shut or there is something totally blocking the refrigerant flow.

Something is pulling away from the low side and stacking up on the high side. Nothing is circulating.
