Combination of both, but GM Tech and others here say the cap is the true seal.

I'm tempted to go ahead and replace the schrader valves and caps. I watched a video in which a mechanic used balloons to test for leakage from the valves. Since it seems the freon is low or completely out again it seems like a good time to replace them. I would use soap bubble solution on the caps ...

Check your refrigerant charge by having it extracted and weighed and compared to factory labeled amount for your system. That is always the first diagnostic step. You cannot determine refrigerant amount by pressures. There may be trouble trying to find the listing for oz. refrigerant with an add-on...

If your system is low on refrigerant, then you have a leak, which must be fixed. Don't go adding those miracle sealers in a can, you'll ruin the system.

You don't sound that experienced, take it to a pro.
