Do you have access to an infared thermometer? Shoot the condenser and see if you get to an area that has a big change. A thermal camera is even better.

Airflow across condenser. It is possible the new condenser is bad or the fan clutch.

Measure the input and output of the evaporator tubes. The readings (taken with the same thermometer) should be the same and the output a few degrees cooler) 320 high side at idle is too much. Just for giggles, clamp off the heater core to ensure you're not reheating. You may have a partially plugged evaporator.

Hook up the gauges and unplug the blower motor. The low side should drop to 26PSI. If not bad POA is most probable cause.

Fords had that problem of either low charge or bad cycling switches. What happens (low charge) is the refrigerant system will quick cycle when going down the highway. At idle the temps will be fine. The first thing to do when you have most AC problems is to verify the correct charge.. and thus elimi...

Did you recover and recharge to factory specs? Sounds like a refrigerant charge problem.

VOV's work better for low speed as in a mail delivery vehicle. For regular operations, just use a regular orfice tube. Superheat is not used in MVAC due to the ever changing conditions.
