All depends on the manufacture as not all fans draw the same amp's per size.

The 2 smaller fans may have more coverage area.

The 2 smaller fans will be thinner (more clearance)

With a fan failure, you'll only lose some of your airflow.

With 2 small fans, you can stage your cooling.
